“Problem” and “pathological” gambling represent core concepts that guide gambling research today. However, divergent interpretation of the relation between these terms is continually misguiding the measurement and interpretation of empirical data, and may cumulatively lead to larger-scale problems of conclusion and policy formulation over the next decade. This paper first attempts to unravel the conceptual muddle by outlining the trajectory of the usage of the two terms, from a period where both were dimensionally similar concepts firmly situated in the addiction model to a more recent conception, which takes the view that problem gambling is distinct and properly measured by focusing on the problems that excessive gambling may cause to individuals, families, and communities. We then aim to analyse and criticize the Canadian Problem Gambling Index (CPGI) as a clear example of the confusion of paradigms, an index that defines problem gambling in the newer, problem-centred model, but continues to measure it with items reflecting the older, addiction-centred model. We argue that results obtained using the CPGI, much like those of its predecessors, will not adequately capture the notion of harm that underpins current definitions of problem gambling. Introduction
Research in problem gambling is notorious for being plagued with a multitude of terms that seek to capture the construct, including “compulsive,” “pathological,” and “problem” gambling. These terms are ill-defined, often being used interchangeably and without an understanding of their theoretical origins and associated paradigms. Over the years, pragmatic concerns have relegated conceptual distinction to the wayside, with the view that making advances in treatment efficacy is more important than what is seen as a largely academic debate over terms and concepts. However, we wish to draw attention to an important conceptual distinction concerning the definition of problem gambling and to show how, in certain jurisdictions, failure to understand this conceptual distinction has led to muddled thinking, resulting in a bifurcation between concept and practice in the measurement of problem gambling, a bifurcation that may have significant consequences for future research and policy decisions. The addiction-based concept of problem gambling
In the literature on problem gambling, there are two quite different conceptions of what problem gambling is. The earlier conception has its origins in the development of the related concept of pathological gambling. Pathological gambling was added to the list of psychiatric disorders in the third edition of the Diagnostic and Statistical Manual of Mental Disorders (DSM-III; American Psychiatric Association, 1980). In the revision of this manual published in 1987 (DSM-III-R), the criteria for pathological gambling were based on those for substance dependence, and an underlying explanatory model of addiction was assumed (Walker, 1992). At the same time, the South Oaks Gambling Screen (SOGS; Lesieur & Blume, 1987) was developed as a clinical screen for diagnosing individuals as probable pathological gamblers. Importantly, the SOGS included items concerned with preoccupation, tolerance, withdrawal, and loss of control that overlapped with the DSM-III-R and are the core constructs of an addiction model. Thus, the construct of pathological gambling is not theoretically neutral either in its definition or in its measurement. Rather, this construct assumes that gambling can become an addiction that can be clinically diagnosed by signs that are similar to other addictions. Indeed, excessive gambling has been referred to as a “pure addiction” because the addiction exists without the associated chemical component of drug addiction (Custer & Milt, 1985; Jacobs, 1986).

In the SOGS, probable pathological gambling is diagnosed by a score of five or more positive answers to the 20 items on the list. Problem gambling is defined as a score of three or four positive answers to the same list of 20 items. Thus, the concept of problem gambling inherent in the SOGS is as a weaker form of pathological gambling. Pathological gambling and problem gambling share a common theoretical basis as terms related to addiction to gambling. There is now an extensive literature of research and argument that assumes that problem gambling and pathological gambling are closely related and only differ in severity. This conception of problem gambling as a weaker form of pathological gambling is explicitly stated in research on the prevalence of pathological and problem gambling (Petry & Tawfik, 2001). Problem and pathological gambling lie on the same dimension and differ only in the severity of the addiction. We label this older view “addiction-based” to discriminate it from the more recent “problem-centred” view. The problem-centred concept of problem gambling

The alternative problem-centred view of problem gambling is becoming increasingly popular. This more recent conceptualization is based in the distinction between excessive gambling behaviour and problems that are a consequence of that behaviour (Walker, 1992). By defining problem gambling as gambling problems that result from excessive gambling behaviour, this alternative conceptualization of problem gambling remains theoretically neutral. In particular, there is no implication that problem gambling involves an addiction to gambling. The focus of this alternative view of problem gambling is the degree of harm caused to the individual, not the mechanisms by which the gambling behaviour becomes excessive. It is a viewpoint that has found widespread international acceptance. In the United States (Cox, Lesieur, Rosenthal & Volberg, 1997; Lesieur, 1998), Canada (Ferris & Wynne, 2001), and Britain (Sproston, Erens, & Orford, 2000), problem gambling has been defined to encompass all gambling behaviour types and patterns that cause disruption and damage to a person’s functioning. Similarly in Australia, Dickerson, McMillen, Hallebone, Volberg, and Woolley (1997) defined problem gambling as “the situation when a person’s gambling activity gives rise to harm to the individual player, and/or to his family, and may extend into the community” (p. 106).
By highlighting the harms caused by excessive gambling behaviour, this alternative definition of problem gambling fits well within a public health model. The public health approach is a broad framework providing the perspective that problem gambling “is not restricted to a narrow focus on gambling addiction” (Shaffer, 2003, p. 15); that is, it is not just a problem of addiction and individual psychopathology, but rather a problem that exists in a social setting, is multiply determined, and has broad community effects (Korn, Gibbins, & Azmier, 2003; Shaffer, 2003). Rather than focusing on the addiction-like attributes of excessive gambling, the public health model focuses on harm caused by gambling, and by this virtue is designed to allow a better determination of the socio-economic impacts of gambling. This model also has several policy functions. Gamblers experiencing harm may not necessarily be those experiencing severe personal or psychological problems. By limiting the count of problem gamblers to those with specific psychological or psychiatric symptom profiles, policy efforts may fail to reach the larger numbers of individuals who are harmed by excessive gambling. Furthermore, as Shaffer and Korn (2002) point out, although members of this larger group may not be suffering from severe psychological impairment or psychopathology at the individual level, they collectively have the greatest impact on the community. For this reason, greater individual and community benefit may accumulate from intervention, treatment, and education measures directed at this larger group that is defined by the range and intensity of the harms caused by gambling. Despite the explicit definitions of problem gambling that underpin the emerging public health approach in Australia, Britain, Canada, and the United States, discussions of the public health model and its implications have sometimes lapsed into a confusion of the addiction-based concept and problem-centred conceptions that lie at the centre of the debate. These discussions have thereby, unintentionally, led to muddled conclusions. Shaffer (2003) for example, points out how a public health approach to problem gambling is akin to other addictions and communicable diseases. He advocates an
epidemiological examination of gambling and gambling-related disorders … to understand the distribution (i.e. pattern and spread) and determinants (i.e. origins) of gambling as well as the factors that influence a transition from healthy to unhealthy gambling… [O]nce scientists identify the base rate of an illness with some degree of precision, then they should direct attention to vulnerable groups with very high rates of the disorder. In this view, gambling prevalence research is similar to psychiatric epidemiology that directs treatment, harm reduction, and prevention efforts. This view also makes the assumption that problem gambling is a psychiatric disorder, that there exists a point at which gambling becomes “unhealthy,” and that problem gambling is a diagnosable “illness.” It is beyond the scope of this paper to review the empirical evidence that problem gambling is an illness or psychopathology (see Walker, 1992; Walker & Dickerson, 1996), or to restate any view that the illness model serves a socio-political rather than a scientific function (see Rosecrance, 1985). Suffice to say, the assumption is contentious and places the public health model into a theory-laden framework. The greater risk is that this assumption may further legitimize the use of clinical screening tools in prevalence studies, while at the same time ignoring the true implications of theory-neutral and widely accepted public-health definitions of problem gambling. Implications of the problem-centred concept for measurement
The problem-centred view of problem gambling assumes that excessive gambling behaviour causes a range of problems for the individual, for his or her family, and for the community. What constitutes excessive gambling depends on the characteristics of the individual and the extent to which his or her circumstances will tolerate a greater or lesser expenditure of money and time on the activity. It is not simply the volume of gambling or the size of the loss that defines problem gambling. There may be heavy time and monetary expenditure on gambling activities, but if there are no consequences of that behaviour, as may often be the case for gamblers with ample leisure time and large disposable incomes, then this cannot constitute problem gambling in the public health sense. It follows that it is not the characteristics of the gambling itself that define problem gambling but rather the fact that an individual may not limit the expenditure of money and time to stay within reasonable bounds of the resources available. The characteristics of the gambling may include the attributes of addiction, but this aspect alone is not a necessary or sufficient condition for the presence of problem gambling. A person may exhibit a preoccupation with gambling, tolerance effects for session length, and withdrawal symptoms when gambling ceases. However, if the gambling involves sufficiently small bets, no problems may follow. Chasing losses is frequently associated with problem gambling, but it is not the act of chasing that marks the onset of problem gambling, but the fact that chasing may cause the individual to cross the critical threshold of tolerable monetary loss. It is for this reason that we have seen an emergence of harm-based conceptualization of problem gambling in the past decade (Dickerson et al., 1997; Neal, Delfabbro, & O’Neil, 2005). For example, Neal et al. (2005) state, “Problem gambling is characterized by difficulties in limiting money and/or time spent on gambling which leads to adverse consequences for the gambler, others, or for the community” (p. 125). According to these widely accepted definitions, if the expenditure of money and time do not cause problems for the individual, others, or the community, then the gambling does not meet the necessary condition for the occurrence of problem gambling. It follows that problem gambling must be measured by the number and extent of the problems caused by the gambling, not by whether or not the gambling behaviour has the characteristics of addiction or any other individual psychopathology. Canadian Problem Gambling Index Scoring Chart
The re-conceptualization of problem gambling in terms of the harm caused by excessive gambling implies a re-evaluation of the methods by which problem gambling is screened and measured. The SOGS (Lesieur & Blume, 1987) has been used in almost all problem gambling prevalence research across the United States, Asia, Europe, and Canada (Shaffer, Hall & Vander Bilt, 1999; Sproston et al., 2000; Volberg, Abbott, Ronnberg, & Munck, 2001). Although recent prevalence studies in the United States (Gerstein et al., 1999) have also used a screen based on DSM-IV (1994), such as the NODS, the SOGS remains as one of the most widely used prevalence measures in the world (Abbot & Volberg, 2006). Over the period of its use, the SOGS has received an accumulation of criticism directed at the context and assumptions behind its development (Volberg, 2001), its outdated criteria (Volberg, 1996), and the validity of its estimates (Walker & Dickerson, 1996). The Canadian Problem Gambling Index (CPGI)
One recently developed scale, the Canadian Problem Gambling Index (CPGI), has received attention as a potential successor to previous instruments. Developed largely as a response to the criticism around the SOGS, the CPGI has been presented as a modern and promising tool for use in problem gambling prevalence research. The scale as a whole contains 31 items (plus demographics) that cover gambling involvement, problem gambling assessment, and correlates of problem gambling (Ferris & Wynne, 2001). Only nine of those items are scored, and they comprise the Problem Gambling Severity Index (PGSI), an index designed to serve both as a prevalence measure and a general population screen that is brief, reliable, and provides adequate estimates of the problem.
In the first stage of the development of the CPGI, the Canadian Inter-Provincial Task Force on Problem Gambling adopted the following definition of problem gambling: “Problem gambling is gambling behaviour that creates negative consequences for the gambler, others in his or her social network, or for the community” (Ferris & Wynne, 2001, Introduction at 1.2). This definition takes as its focus the consequences or harm of gambling activity, and is very similar to that proposed earlier by Dickerson et al. (1997) and Neal et al. (2005). Although it is a problem-centred definition suitable for use within the public health model, the developers of the CPGI state that that they still sought to develop the PGSI as a measure of both problem behaviour and adverse consequences (Ferris & Wynne, 2001).
In addition to adopting a harm-based operational definition, the PGSI also involved the creation of a range of categories into which respondents may fall: non-gamblers, non-problem gamblers, low-risk gamblers, moderate-risk gamblers, and problem gamblers. The ordinal sub-types of the PGSI suggest a problem gambling continuum, and so are seen as a substantial improvement to the dichotomous and discrete variables encompassed in instruments such as the DSM-IV (1994) and the SOGS. STARTING SEASON
There must be no government restrictions on mass gatherings or travel restrictions throughout the U.S. and Canada, provided the commissioner will consider “appropriate substitute neutral sites where economically feasible.” The commissioner must determine, after consulting with the union and medical experts, “that it does not pose an unreasonable health and safety risk to players, staff or spectators to stage games in front of fans in each of the 30 clubs’ home ballparks.” MLB and the union will discuss the economic feasibility of playing games at neutral sites or without fans. The commissioner has the right to suspend or cancel games after the start of the season if government restrictions or travel conditions change.
SEASON
The sides will discuss “the possibility of playing a reasonable number of regular season games beyond the initially scheduled end of the regular season” and “reasonable changes to the roster rules to protect the health and safety of players at the beginning of the season.” Initial discussions are to end by April 10. MLB will propose a schedule “using best efforts to play as many games as possible, while taking into account player safety and health, rescheduling needs, competitive considerations, stadium availability, and the economic feasibility of various alternatives.”
POSTSEASON
Discussions shall include “one-time changes to the structure, format, qualification rules” and “potential ways to expand the postseason beyond its current format.”
PLAYER SALARY
Each player signed to a major league contract at the start of the season shall have his salary determined by multiplying his full-season salary by the number of games scheduled (not adjusting for weather-related postponements or cancellations) divided by 162, minus any advanced salary. In the event of an additional interruption or delay, the salary shall be determined by multiplying his full-season salary by the games played by the player’s club divided by 162. Thresholds and amounts for bonuses, escalators and vesting options would be reduced by using the same formula. A player previously at spring training who is unable to report because of travel restrictions or visa issues would be placed on the restricted list and receive up to 30 days of salary.
ADVANCE PAY
Each team shall contribute $94,444.44 per day for 60 days, a total of $170 million, either from March 26 through May 24 or until the start of the season, whichever is earlier, to allocate among players on the 40-man roster, 60-day injured list and those with major league contracts on outright assignments to the minor leagues. The payments will be made in equal installments on the normal payroll schedule. A player with a split contract (different salaries in the minor leagues and major leagues) receives $275 daily if his salary while in the minors is $46,000 to $91,799, $500 daily if $91,800 to $149,999 and $1,000 daily if $150,000 or more. The remainder of the $170 million will be split among the rest of the players with major league contracts who want advances; each player has the right to opt out. Amounts will be reimbursed through payroll reductions.

If there is no season, the union would be reimbursed for up to $2 million of any spring training allowances advanced to players from March 13-26, using international signing bonus pool taxes and/or the industry growth fund.
SIGNING BONUSES/DEFERRED COMPENSATION
Any payment due from April through June for signing bonuses, deferred compensation and termination pay may be delayed to no later than Sept. 1, but with interest at the rate specified in the collective bargaining agreement.
MAJOR LEAGUE SERVICE
If games are played, a player would receive service equal to days in the major leagues multiplied by 186 (days in the original season’s schedule), divided by the number of days in the revised schedule after excluding interruptions in play. A full service year remains 172 days.

TRANSACTION FREEZE
Trades, waivers, injured list placements, designations for assignment and releases are frozen. Optional assignments to the minor leagues and assignments of players to be named will be frozen at noon EDT Saturday. Retention bonus decisions and opt outs will be reset to five days prior to the revised opening day. No trade discussions among clubs or contract discussions among clubs, players and agents are permitted until spring training resumes. Teams have the right to release minor league players not represented by the union. The sides will discuss changes to offseason deadlines.

MLB has the right to delay the dates of the 2020 and 2021 drafts to as late as July 20 and the signing deadline to as late as Aug. 1. MLB may reduce rounds from 40 to 5 in 2020 and to 20 in 2021. INTERNATIONAL AMATEUR FREE AGENTS
For 2020-21 and 2021-22, MLB has the right to delay the international amateur free agent signing period to Jan. 15 through Dec. 15 from its usual July 2 through June 15. Signing bonus pool amounts will remain frozen at 2019-20 levels. Teams may not trade signing bonus pool allotment.
LUXURY TAX
Thresholds will remain the same. The amount of tax owed by a club shall be determined by multiplying the amount by the number of games played and divided by 162. If no games are played, no tax is owed.
QUALIFYING OFFER
The amount for 2020 will remain the average of the contracts of the 125 highest-paid players with no adjustments for reduced amounts paid in salaries and bonuses due to a shortened season.
SALARY ARBITRATION
If there is no 2020 season, players eligible for arbitration for the first time next offseason shall have their salaries based on performance through the 2019 season. For players eligible for arbitration who were eligible in a prior season, salaries and bonus provisions for 2021 would be the same as in 2020. If there are no games, 2021 salaries for arbitration-eligible players may not be used as precedents in future arbitration hearings.
NON-TENDERS
If no games are played, players non-tendered after the 2019 season who did not sign contracts with provisions for 2021 would become free agents again on a date to be agreed to by MLB and the union.
DRUG AND DOMESTIC VIOLENCE POLICY SUSPENSIONS
Existing suspensions with 80 games or fewer remaining to be served may not be carried over into 2021.
HEALTH COVERAGE
Extended for all players with major and minor league contracts, under either the major league or minor league health care plans.
REVENUE SHARING
MLB will present modifications for 2020 and 2021.
DEBT SERVICE RULE
The union will not challenge decisions by MLB to not enforce its debt service rule in 2020 and 2021.
OPERATION OF FACILITIES
A player shall return home unless it is impracticable or unsafe, or he requires medical care that can be provided only at a team facility.
POSTSEASON POOL
Minimum amounts for the 2020 postseason player pool are eliminated. If the format is changed, the parties will negotiate the adjustments.
PROMOTION

1) Safety: You may consider installing an acrylic or transparent plastic strip (2 to 4 in wide) longitudinally on top of both fences, just over the blade’s line. Also adding a block to the back of the rear fence, just where the blade cuts in, to prevent putting your hands accidentally on the line of the blade.
2) Accuracy,--i.e. setting the rear fence at 90 degrees to the blade: As error is proportional to distance, the larger the test piece, the better. The ’flip-over’ technique you used would be even better with a flat MDF or plywood rectangle or square, as large as your sled permits. find out the maximum bet for which they still charge only $1 vig, which may be as high as $36.
2) You are seriously under-capitalized at $200 with $50 on the table. Your risk of ruin is very, very high, about 44% in a sim I ran on WinCraps, 10,000 sessions of up to 60 bets. About 25% of the sessions turned $100 profit or more, up to $774.

The dealer makes some comment about my timing being off. He rolls a six, I go 3 times odds and put 12 on the 8 and 10 on the 5. He sevens out!!! I made it back on my $250 free slot play with job vp 9/6 max $5 and cashed it out. I hit a couple 4 of kind and several full houses. Yesterday I gave it all back. Even the food was bad. I don’t think the problem is with the ’side’, but rather the size of the bankroll relative to the size of the bets. With a $200 stake and $48 on the table, it doesn’t take a whole lot of negative variance to wipe you out. The skew is opposite to the right-side skew, but you expect more winning bets than losing ones. Obviously, that didn’t happen. Any strategy can get hammered by the wrong dice rolls - that’s gambling!

As FleaStiff says, with only $200, you might be better of betting DP, where you can bet the table minimum and pay only 1.4% vig. I recommend laying single odds rather than making Don’t Come bets, because they do not increase the expected loss, whereas DC bets do. At a $10 table, you can bet $10 DP and lay $12, $15 and $20 odds; you never have more than $30 on the table and your average bet is just about $21. That would reduce your chance of busting within a couple of hours to about 20%.

With prolonged cold temps, the Smith can drop down below 35 and it has been know to partially freeze during extreme cold snap, but for most of the winter, water temps remain around 40 -45 degrees. Winter time fishing is certainly not as productive as spring and summer but the wild brown are still actively feeding and the river is stocked with Rainbows and Brook trout from October through the end of April. Allegedly derived from efforts by Blaise Pascal to create a perpetual motion machine in the 17th century, the French novel La Roulette, ou le Jour by Jaques Lablee describes a modern roulette wheel being played in 1796 inside the Palais Royal in Paris.
People have been devising strategies on how to win ever since.
Roulette has a relatively high house advantage, especially on the double zero tables that populate most Vegas casinos. It’s a fun game to play, but it’s a RNG (Random Number Generator) game where the odds stay exactly the same on every spin. In other words, if Red numbers have hit five times in a row, the chance of a Red number hitting on the next spin remains 47.37%, the exact same chance that a Black number will hit. Roulette is not an even money game because the 0 and 00 each have a 2.63% chance of hitting, thus reducing all the “even money” bets (red/black, odd/even, high/low) to 47.37%.
Since the odds remain exactly the same on every spin, most popular strategies for winning at roulette focus on manipulating the amount of units you wager. I’ve experimented with several of the following systems and can say that the one thing they all do (if you adhere to them) is limit your losses. There’s something to be said for following your gut feeling when you walk passed a roulette table. Either keep on walking or look at the results board and try to double your money with one bet.
Tip #1 – Roulette is a Short-Term Game. Set a limit for your losses and set a goal for your winnings before you start to play.
Tip #2 – Avoid the Martingale System. This is the system very popular with people who have had too much to drink. Like the game of roulette itself, the Martingale System began in France in the 18th century. The strategy requires that the gambler double his even money bet after every loss so that the first win recovers all previous bets plus a profit equal to the first amount wagered. The problems with the system are threefold. First, it requires an unlimited bankroll. Second, most casinos have table maximum limits to curtail this system. Third, a $10 initial bet turns into a $160 bet if you lose just four times in a row. Mathematicians sometimes like to tweak the Martingale System and use the Fibonocci sequence (1,1,2,3,5,8,13…) where the sum of the two previous bets equals the next bet. Elegant, yes, but it’s just a slower road to ruin with less winnings on a hot streak.
Tip #3 – If you’re good with numbers, try the Labouchère system. This may require a piece of paper and a pen, two things the pit boss might not allow you to use. It’s an involved mathematical progression, but you might be able to keep track of by using your chip stack. Basically you decide how much you want to win and then write down a list of numbers that equal that amount. A player stakes an amount equal to the sum of the first and last numbers on the list with every bet. If the bet is successful, the two amounts are removed from the list. If the bet is unsuccessful, the amount lost is appended to the end of the list and the player stakes an amount equal to the sum of the first and (new) last number on the list. As with any system, a bad losing streak can bust you. But, even a moderate hot streak can help you hit your target win amount.
Tip #4 – Start Small and Wait for an Overdue 2-1 Bet. Sit down with your loss limit and target win clearly in mind. Place small even money bets (red/black. odd/even, high/low) bets until you get a feel for the table. Watch for trends, either recurring ones or overdue, in the “1st 12”, “2nd 12” and “3rd 12” groupings. When you feel ready, make you move. Double your average units wagered and pick a group (either 1-12, 13-24, or 25-36). Unlike regular outside bets, these groups of a dozen pay 2-1. This is a variant of the “Double Dozens” strategy. Play it until it hits or you bust. If it hits, take some of your winnings and cover some of the overdue numbers in that group. For example, I like to wait until there’s been a dry spell in high numbers, then bet the “3rd 12” group until it hits and then when it does hit use some of my 2-1 win to cover the inside numbers 30-36, letting the rest ride on “3rd 12”.
